Summary:
The Executive Director - Procurement & Warehouse Services provides direction and leadership for the overall administration and coordination of the Purchasing Department program, ensuring compliance with all applicable laws, rules and regulations as set forth by the Arizona Department of Education, Arizona Auditor General's Office and other state and federal agencies.
Provides direction and leadership for the Consortium's Warehouse operations.
Serves as an essential member of the school support staff, contributing to the overall well-being of the educational community.
Essential Job Functions:
Assumes full responsibility for managing and controlling all aspects of the consortium's procurement services program including planning, solicitation, bid/proposal evaluation, contract negotiation and contract administration.
Provides direction and leadership to ensure successful warehouse operations.
Provides staff with technical leadership and management guidance as to the Districts policies and objectives.
Evaluates procurement program effectiveness and initiates new processes and methods to enhance mission accomplishments.
Specifically, the vendor registration process as it relates to contractors and employees of the District.
Resolves problems involving policy conflicts and major problem areas of contracting and promotes cooperative efforts between all areas of the Districts and the Procurement Department.
Develops and implements policies and procedures for the Procurement Department and the School Districts.
Ensures effective and responsive quality services for the districts.
Provides procurement training to departments and schools on an annual basis.
Serves as technical authority and key advisor providing sound advice to the District's chain of command (including the Superintendent, Cabinet, department leadership, and school principals) on contracting matters including preparing contract recommendations to the Governing Board.
Ensure adherence to policies, regulations and state/federal law.
Meets with contractors and potential contractors to discuss purchasing requirements, problems and processes to foster full and open competition.
Maintains the highest degree of integrity and proficiency in the execution of the consortium's procurement program.
Required to have prompt, regular attendance in-person and be available to work on-site, in-person during regular business hours and as needed.
Performs other duties as assigned by an appropriate administrator or their representative.
QUALIFICATIONS Required (Education & Experience) Bachelor's degree from an accredited college or university with major course work in job related area Job related experience within a specialized field with increasing levels of responsibility as required Additional Eligibility Requirements Valid driver's license Criminal Justice Fingerprint/Background Clearance Position Type & Work Schedule:
(Full-time or Part-time, normal daily hours, months per year) Full-time, 8 hours a day, Monday - Friday 12 months May need to work for emergency situations including evenings, weekends, and holidays.
Knowledge, Skills, and Abilities:
(required to do the job) Adhering to safety practices; and operating equipment used in industrial maintenance including electrical cleaning equipment, common tools, etc.
Perform basic math, including calculations using fractions, percents, and/or ratios Read and follow instructions, and understand multi-step written and oral instructions.
Knowledge of methods used in industrial cleaning, and safety practices and procedures.
Ability to schedule activities, collect data, and use job-related equipment.
Ability to select and wear appropriate personal protective equipment.
Ability to work professionally as a member of a team in a fast-paced, diverse, deadline-driven environment.
Note:
May travel to other campuses within the school district.
