JOB
Summary:
NW Natural Water is looking for an Environmental Safety and Program Manager to work in Yuma, Arizona.
This position will oversee all NW Natural Water companies in Oregon, Washington, Idaho, Arizona and Texas.
Under basic supervision, administers NW Natural Water's environmental, chemical, and occupational safety programs to inspect and verify compliance with Federal, State and City rules and regulations for all of NW Natural Water.
QUALIFICATIONS Education, Training and Experience Guidelines Bachelor's Degree in related field; AND four years of experience in safety, utilities, or environmental regulatory programs; OR an equivalent combination of education, training and experience.
Knowledge of:
Federal and State rules and regulations governing occupational safety, including state and federal Occupational Health and Safety Administration (OSHA) Federal and State rules and regulations governing environmental health and safety, including Environmental Protection Agency (EPA) Resource Conservation and Recovery Act (RCRA), and Code of Federal Regulations (CFR),40 CFR 260 to 265 and 40 CFR 266 to 299.
Techniques for investigating environmental, health and safety concerns and conditions.
Guidelines used in environmental quality controls.
Safety protocols, and regional environmental protection issues.
Techniques for investigating occupational safety and health concerns and conditions.
Regional occupational safety issues.
Record keeping and technical reporting principles and procedures.
Skill in:
Interpreting Federal and state safety/health rules and regulations.
Recognizing, evaluating and controlling environmental hazards.
Using effective methods and techniques to deliver adult education and training programs pertaining to EH&S.
Answering questions, advising staff, and assisting with EH&S issues.
Preparing, maintaining, and reviewing EH&S records, reports, and documentation.
Entering data into computer databases with skill.
Operating a personal computer utilizing standard office and specialized software such as?.
Communicating effectively verbally and in writing.
Proficiency in MS Office & Teams preferred but not required.
Public presentation skills preferred by not required.
LICENSE AND CERTIFICATION REQUIREMENTS A valid State Driver's License is required.
OSHA Hazardous Waste Operations and Emergency Response (HAZWOPER), RCRA, National Incident Management System (NIMS).
Authorized OSHA Outreach Instructor preferred.
Specific technical training and certifications may be required.
JOB DUTIES AND RESPONSIBILITIES Essential duties and responsibilities may include, but are not limited to, the following:
Act as company hazardous and regulated waste program manager.
Administer the occupational safety/health program for all Water Subsidiaries; verifies compliance with state and Federal regulations and safety standards, and company policies and procedures.
Performs environmental health and safety (EH&S) inspections and investigations for all Water Subsidiaries, reports findings and makes recommendations for corrective and remedial actions to enforce Federal, state, and local EH&S laws and regulations; and manage the companies environmental footprint.
Develops and coordinates the companies EH&S programs for all water entities; examines Company facilities for health and safety hazards; verifies compliance with regulations and safety standards.
Stays current with industry best practices and works with management to implement these.
Assists in the development and implementation of policies, procedures and guidelines for industrial safety, incident review and investigation, accident prevention, and environmental health and safety.
Reviews accident and injury reports for trends, causes and remedial actions needed; prepares initial draft responses to OSHA and State Workers Compensation inquiries or complaints.
Researches, analyzes and interprets environmental and safety regulations; develops recommendations to improve controls, procedures and policies.
Assures that EH&S reporting and record keeping requirements are met; updates and maintains records database and technical documents; gathers, compiles, and evaluates data.
Acts as company liaison with environmental, health and safety regulatory agencies during audits, inspections, enforcement actions and operations.
Investigates hazardous materials spills, releases and incidents.
Manages and coordinates logistics for transporting and disposing of hazardous and regulated waste.
Presents safety/health and awareness training; identifies issues to be addressed through training programs.
Resolves routine technical problems encountered in performance of work assignments.
Performs general research, completes special projects, and prepares reports.
Maintains absolute confidentiality of work-related issues and company information; performs other duties as required or assigned.
